
The Global South Media Partners Mechanism Inauguration Meeting and the 13th Global Video Media Forum (VMF) opened on Thursday (Nov. 06) in Xi’an of northwest China’s Shaanxi Province, bringing together government officials and international media leaders to explore the media’s role in global governance and issuing a call to work together to amplify the voices of the Global South.
Themed “Building Consensus for Shared Benefits: Media’s Role in Global Governance,” the forum has gathered more than 300 guests, including the heads of international organizations and media institutions from 40 countries and regions, as well as representatives from embassies in China.
The two-day event is jointly sponsored by the CCTV Video News Agency (CCTV+), the Publicity Department of the Communist Party of China (CPC) Xi’an Municipal Committee, and the China Media Group (CMG) Shaanxi Bureau, with help from the China Global Television Network (CGTN).
The forum saw the official launch of the Global South Media Partners Mechanism, a new platform initiated by the CMG which aims to deepen collaboration among media outlets of the Global South, encourage practical cooperation, content sharing, professional training and joint productions, as well as foster dialogue and research among participating media partners.
It has been established under the guiding principles of promoting equal consultation, common development, and enhancing the discourse power of the Global South, and has already seen the participation of 528 media organizations from 114 countries and regions.
Pakistani President Asif Ali Zardari, Sri Lankan President Anura Kumara Dissanayake and Uruguayan President Yamandu Orsi each sent congratulatory letters extending their best wishes for the complete success of the forum and commending the launch of the new cooperation mechanism.
In a keynote address, Zhao Yide, Secretary of the Shaanxi Provincial Committee of the Communist Party of China (CPC) and Chairman of the Standing Committee of the Shaanxi Provincial People’s Congress, stated that Shaanxi Province, while serving as the host location of the forum, is keen to further strengthen cooperation and exchanges with media organizations from various countries so as to achieve greater progress in the media industry and promote deeper mutual learning among civilizations.
Shen Haixiong, Deputy Head of the Publicity Department of the CPC Central Committee and President of the China Media Group, stated in his speech that as the world has entered a new period of turbulence and transformation, the Global Governance Initiative proposed by Chinese President Xi Jinping directly addresses the most pressing and urgent needs of the Global South countries.
He said the CMG initiated the establishment of the Global South Media Partnership Mechanism to work together with international media counterparts in exploring the media’s responsibility in global governance, and stresses the importance of upholding journalistic professionalism, embracing the technological transformation, building bridges for dialogue, and focusing on development cooperation.
8 media cooperation outcomes
Eight significant media cooperation outcomes were announced at the event.
China Global Television Network (CGTN), China Media Group (CMG)’s international arm, officially launched three specialized channels on free advert-supported streaming television (FAST) platforms on Thursday, offering a variety of programming up to global viewers.
The newly launched channels — CGTN Global Biz, China Travel and Discovering China — will be broadcast 24/7 across 15 major international FAST platforms, reaching nearly 200 million viewers worldwide.
The Blue Book of Global South’s View of the World – A Global Opinion Survey Research was also released at the event. (蓝皮书名字参考会议屏幕)
The CMG, in partnership with Renmin University of China, has conducted a large-scale public opinion survey across 47 countries on six continents. Over 9,000 respondents provided their answers.
The Blue Book data reveals that the global governance issues of greatest concern to Global South countries are poverty, food security, and safety, with over 70 percent of the respondents hoping for reforms to the global governance system.
Furthermore, an overwhelming majority of respondents reacted positively to the Global Governance Initiative (GGI) proposed by China.
CGTN has joined hands with media outlets worldwide to co-produce a special program, “Global South Voices”, aiming to break down discourse barriers and ensure the voices of the Global South are heard throughout the world.
To achieve greater content sharing and joint technological innovation with its Global South media partners, the CCTV Video News Agency has independently developed the Global South Media Nexus platform, which empowers the Global South media partners by utilizing high-tech means to enhance their operational efficiency.
To promote media talent exchange among Global South countries, cultivate professional ethics, and explore technological innovation, CMG has established the Global South Media Training Center in Sanya in the island province of Hainan.
An unveiling ceremony of the center was held.
Xi’an, the starting point of the Silk Road, also witnessed a grand launch of the co-creation project: Global South Stories. This collaborative project has already attracted talented creators from 73 countries and regions worldwide. Through their unique perspectives and creative expressions, their stories showcase the vibrant cultures and boundless charm of the Global South.
Xi’an also has designed a special ambassador for promoting this co-creation project: AI digital human “A Yong”.
The grand finale is the launch of the Global South Media Partners Mechanism that the CMG had initiated to promote collaborative communication and technological innovation. To date, 528 media organizations from 114 countries and regions have declared their participation.
Balanced Narratives
During a panel discussion held at the event, several media leaders from around the world have highlighted the role China’s Global Governance Initiative can play in narrowing the North-South gap and creating a more balanced international information order.
As guests discussed the key role and responsibility of the media in improving global governance, many pointed to the importance of China’s Global Governance Initiative (GGI) in addressing present issues amid the current turbulent international landscape.
Adrian Wells, managing director of the Luxembourg-based European News Exchange (ENEX), hailed the GGI’s potential to deliver more concrete action to address global challenges.
”It’s great that we have this new initiative, because things are not good. We have the institutions which were all built after World War II, the United Nations, various other treaties, which of course are meant to protect all of our freedoms and security and territorial integrity. And yet whilst we have those institutions, we don’t really have a lot of fantastic performance from those institutions I think at the moment,” he said.
Taking current global conflicts in the Gaza Strip, South Sudan, and Myanmar as an example, Wells added that although there have been strong press releases from existing international institutions, they have failed to spark much needed action to bring about peace.
Ahmed Al Alawi, editor-in-chief of the United Arab Emirates’ Al-Ain News, said the GGI is crucial for reshaping the international system, calling it an initiative full of hope that will help connect people from different countries.
Meanwhile, Irfan Junaidi, editor-in-chief of the Indonesian news agency Antara, said the GGI can help media outlets across the Global South to contribute to a more equal and balanced form of global governance.
”Today, we can say there is imbalanced narrative information in the world. It really happens. So, I think this initiative is very important for us to make the stories and information in the world to become more balanced between the Global South and Global North,” Junaidi said.
Leonardo Attuch, founder and CEO of Brasil 247, a Brazilian news and political analysis website, said the GGI is arriving in the right time as the old global order is collapsing.
Najib Gouiaa, CEO of MediaCity Mauritius, agreed that the world’s information order has been imbalanced for decades, expressing hope that the GGI will help narrow the gap between the Global South and Global North and create a more balanced communications environment.
”Generally, in most cases, it’s the North covering the South. So, our goal is to provide information in different ways and find a perspective from the South to report news in other places of the world,” Gouiaa said.
