July 27, Colombo (LNW): India’s declaration that its assistance to Sri Lanka has surpassed $7.5 billion, including more than $850 million in grants, underscores the scale of New Delhi’s growing influence over its closest maritime neighbour. While Indian officials describe the support as a reflection of friendship and regional responsibility, the magnitude of the assistance also highlights its far-reaching economic and geopolitical implications for Sri Lanka.

Speaking at a symposium on “Strengthening Pali Language Studies in Sri Lanka,” Indian High Commissioner Santosh Jha reiterated that India has emerged as Sri Lanka’s largest trade, investment and development partner. According to Jha, Indian-funded projects now span all 25 districts, covering sectors ranging from infrastructure, housing and healthcare to education, agriculture, renewable energy, railways and industrial development.

The figures illustrate the unprecedented depth of India’s engagement, particularly following Sri Lanka’s 2022 economic collapse. During the country’s worst financial crisis since independence, India extended emergency credit lines, fuel supplies, food assistance and currency support at a time when foreign exchange reserves had nearly dried up. This rapid intervention helped stabilize essential imports before broader international financial assistance became available.

Economically, the assistance has strengthened India’s position within Sri Lanka’s development landscape. Indian-backed investments in transport, energy connectivity and infrastructure have expanded commercial opportunities for Indian businesses while deepening bilateral trade. Analysts note that such projects could enhance Sri Lanka’s long-term economic recovery by improving connectivity and attracting further investment. However, they also raise questions about balancing foreign partnerships and ensuring transparency, sustainability and national economic priorities.

Politically, India’s assistance reinforces New Delhi’s “Neighbourhood First” policy and its broader Vision MAHASAGAR, aimed at promoting security and economic cooperation across the Indian Ocean. By positioning itself as Sri Lanka’s first responder during the COVID-19 pandemic, the economic crisis and recent disaster recovery efforts, India has strengthened its diplomatic standing and soft power in the region.

The timing of these initiatives is strategically significant. Sri Lanka occupies one of the world’s most critical maritime locations, making it a focal point of regional competition. Increased Indian engagement is widely viewed as part of a broader effort to maintain stability in the Indian Ocean while strengthening partnerships amid evolving geopolitical dynamics.

Jha emphasized that India’s assistance has been “timely, swift and unconditional,” portraying the relationship as one built on shared history, culture and mutual development. His assertion that Sri Lanka remains central to India’s regional vision signals New Delhi’s intention to remain a long-term development partner rather than merely a crisis responder.As Sri Lanka continues its economic recovery, India’s multibillion-dollar assistance represents more than financial support. It reflects an expanding strategic partnership that is reshaping trade, investment and regional diplomacy. The challenge for Sri Lanka will be leveraging these opportunities while maintaining a balanced foreign policy, safeguarding economic sovereignty and ensuring that development partnerships deliver sustainable benefits for its people.
