The Ministry of Public Administration, Provincial Councils and Local Government has instructed all State institutions to fly the national flag at half-mast during the three-day period of national mourning declared following the passing of veteran musician Visharad Nanda Malini.
Accordingly, the national flag will be flown at half-mast today (21), tomorrow (22) and Sunday (23).
The directive has been communicated to Ministry Secretaries, Provincial Chief Secretaries, District Secretaries/Government Agents, Heads of Departments, and Heads of Corporations and Statutory Boards under Home Affairs Circular No. 04/2026.
The circular, issued on August 21, 2026, was signed by S. Aloka Bandara, Secretary to the Ministry of Public Administration, Provincial Councils and Local Government.
The Government has declared August 21, 22 and 23 as days of national mourning following the death of veteran musician Visharad Dr. Nanda Malini.
