The recent conflict between Pakistan and Afghanistan has been marked by a significant clash, the most severe in decades. At the heart of this tension is Noor Wali Mehsud, whom Islamabad accuses of orchestrating frequent attacks on its territory. Although a fragile ceasefire began on Wednesday, Pakistan remains concerned about Mehsud's presence in Afghanistan alongside his key associates.

Last week, an airstrike targeted an armoured Toyota Land Cruiser in Kabul, suspected to be carrying Mehsud. Pakistani security officials believe he survived, as militants released an audio message allegedly from him. Despite the attack, Pakistan has not officially claimed responsibility for the airstrike. This marks the first such incident in Kabul since the 2022 US operation that killed Al Qaeda leader Ayman al-Zawahiri.

Recent conflict between Pakistan and Afghanistan stems from Pakistan's accusations against Noor Wali Mehsud, leader of Tehreek-e-Taliban Pakistan (TTP), for orchestrating attacks, while an airstrike targeted Mehsud in Kabul. Mehsud, who assumed TTP leadership in 2018, demands Islamic law implementation in bordering regions, which Pakistan has rejected.

Leadership and Strategy

Mehsud assumed leadership of Tehreek-e-Taliban Pakistan (TTP) in 2018 after his predecessors were eliminated by US drone strikes. By then, Pakistani military operations had pushed the group out of their strongholds into Afghanistan. Under his leadership, Mehsud revitalised the TTP, uniting factions and transforming its strategy with diplomatic acumen.

Trained as a religious scholar, Mehsud also engaged in ideological battles. The Taliban's takeover in 2021 allowed TTP greater freedom and access to weapons, leading to increased attacks inside Pakistan, particularly in regions bordering Afghanistan. Analysts note that Mehsud's leadership has been pivotal in reshaping the group's approach.

Tactics and Public Perception

In previous years, TTP targeted civilian sites like mosques and markets, including a devastating 2014 school attack that killed over 130 children. Concerned about public backlash in Pakistan, Mehsud redirected focus towards military and police targets. Earlier this year, he criticised Pakistan's army as anti-Islamic and accused generals of "hijacking" the nation for decades.

Pakistan's military counters that TTP distorts Islam and alleges Indian support for the group—an accusation New Delhi denies. Despite these claims, analysts assert that TTP lacks substantial public backing within northwest Pakistan or elsewhere.

Ideological Justifications

Mehsud combines religious reasoning with nationalism. He authored several books, including a comprehensive treatise linking TTP's insurrection to resistance against British colonial rule. Abdul Sayed, an expert on regional militancy, notes that Mehsud claims to represent the Pashtun ethnic group residing in both northwest Pakistan and Afghanistan.

"Mehsud continues his efforts to reshape the group into an armed movement fighting, as he claims, for the rights of Pashtun tribespeople," said Sayed. "In pursuit of a government system similar to that of the Afghan Taliban." However, despite these efforts, TTP struggles to gain widespread support among Pashtuns or other groups.

Demands and Negotiations

Recently held unofficial talks between militants and Pakistani authorities involved tribal intermediaries. The militants demanded Islamic law implementation in areas bordering Afghanistan, military withdrawal from those regions, and their return there—demands rejected by authorities.

The ongoing tensions underscore complex dynamics involving regional politics and militant activities across borders. As both nations navigate these challenges amid fragile ceasefires and negotiations, stability remains uncertain.
