August 17, Colombo (LNW): A major high-rise housing project planned for Jaffna is set to transform the city’s skyline, with Tilko Blue Ocean Holdings (Pvt) Ltd entering into an agreement with the Board of Investment of Sri Lanka to develop the Yarl Royal Palace.
The proposed development at 107, Kandy Road, Jaffna, overlooking the historic Old Park, is expected to become the tallest building in Northern Sri Lanka. Plans include six floors dedicated to modern parking facilities, followed by 13 residential levels containing 78 high-end apartments.
The project represents a significant move towards expanding premium residential development beyond Colombo and is being positioned as a sign of growing private-sector interest in Jaffna’s economic prospects.
According to the company, securing the BOI agreement is an important step in advancing the development and reflects increasing confidence in the Northern Province as a destination for substantial private investment.
The project is also expected to have an impact beyond the property sector. Construction and related activities could generate opportunities for architects, engineers, consultants, suppliers, transport operators, financial institutions and property management companies, while creating new employment during both the construction and operational phases.
Tilko Blue Ocean Holdings said Jaffna possesses several factors that could support sustained economic growth, including a strong business community, an established professional and educational sector, improving infrastructure and significant links with the overseas Tamil community.
The developers also see the project as an opportunity to attract members of the diaspora looking to invest in property in their home region, potentially providing overseas Sri Lankans with a direct connection to Jaffna’s emerging real estate market.
While Colombo has traditionally been the country’s main centre for luxury apartment development, the Yarl Royal Palace project could mark a shift towards more sophisticated residential investment in regional cities.
The company said it expects the development to become a prominent feature of Jaffna’s skyline while helping stimulate further investment and urban development across the Northern Province.
Tilko Blue Ocean Holdings thanked the BOI, government institutions, consultants, project teams and other stakeholders involved in bringing the development to this stage, describing the project as a long-term investment in the economic and urban future of Northern Sri Lanka.
