PUCSL Recommends 1.46% Electricity Tariff Increase for October–December Quarter
The Public Utilities Commission of Sri Lanka (PUCSL) has recommended a 1.46% increase in electricity tariffs for the October–December 2026 quarter, following a preliminary review of the revision proposal submitted by the National System Operator (NSO).
The NSO had originally sought a 2.88% rise in electricity sales revenue, citing a projected revenue deficit of Rs. 4.4 billion for the fourth quarter. The PUCSL said the total forecast cost of supply for the quarter is Rs. 157.3 billion, against expected sales revenue of Rs. 154 billion, with a further Rs. 1.1 billion deficit carried over from the previous period also taken into account.
After its preliminary assessment, the Commission cut the proposed increase from 2.88% to 1.46%. The reduction followed adjustments to the generation capacity costs submitted by Electricity Generation Lanka (EGL) and a revised estimate of the extra costs arising from the use of substandard coal in the second quarter of 2026.
The review also covers generation forecasts, fuel prices, hydro availability, renewable energy contributions, battery energy storage system (BESS) costs and additional expenses submitted by Electricity Distribution Lanka (EDL).
The NSO has forecast demand of 4,796 gigawatt-hours for the quarter, with major hydro expected to supply 32.34% of generation, followed by other renewable sources at 28.81% and coal at 25.68%.
The PUCSL has also begun a public consultation to gather stakeholder views before making its final decision on tariffs for the quarter. Members of the public wishing to take part can register by calling 0770399119.
