Details of cooperation agreements signed with India
Here are the details of the agreements reached between the two countries during President Anura Kumara Dissanayake’s successful first official visit to India.
1 Working together for the timely completion of Phases 3 and 4 of the Indian Housing Project, the 3 Island Hybrid Regeneration Energy Project, and high-impact community development programs across Sri Lanka.
2 To provide full support for timely completion of projects for the Tamil people of Indian origin.
3 To provide full support for the project’s timely completion to get electricity from solar power to religious places in Sri Lanka.
- Identify new projects for development cooperation based on the needs and priorities identified by the Government of Sri Lanka.
5 Organizing training for 1500 Sri Lankan civil servants working in ministries and departments over a period of five years through the National Center for Good Governance in India.
6 To restore a more sustainable economy through a strategic shift from a debt-based model to investment-based partnerships in various sectors; Arrangements for early resumption of passenger ferry services between Rameswaram and Thalaimannar to pave the way for development and prosperity.
7 Implementation of the Sampur solar energy project and increasing its capacity according to the needs of Sri Lanka.
8 To support improving the delivery of government services to the general public through expediting the implementation of the Sri Lanka Unique Digital Identity Card (SLUDI) project.
9 Working together to implement digital public infrastructure schemes with India’s support.
- Appoint a committee to implement the DPI stack based on India’s experience. This includes continuing the technical discussions for implementing Digilocker.
11 Increase the use of UPI digital payments and promote digital financial transactions to comply with regulatory guidelines in both countries.
12 Continue bilateral exchanges to explore the benefits to Sri Lanka from implementing systems similar to India’s Aadhaar program, GeM gateway, PM Gati Shakti, digitized customs, and other tax systems.
- Expand collaborations for research and development activities in agriculture, aquaculture, the digital economy, health, and other important fields.
14 Working for cooperation between educational institutions of the two countries.
15 Developing collaboration between Start-up India and the Information Communication Technology Agency of Sri Lanka (ICTA). This includes consulting for Sri Lankan new businesses (start-ups).
16 Furthering the ETCA negotiations.
17 Development of trade transactions between the two countries on Indian and Sri Lankan rupees.
18 Encouraging investments in essential sectors to develop Sri Lanka’s export potential
19 Expediting the Finalization of the Proposed Bilateral Social Security Agreement.
20 On the emphasis made by President Dissanayake on the modernization of agriculture, a joint committee was established regarding the possibility of comprehensive development of agriculture in Sri Lanka.
21 Agreeing to advance maritime and defence cooperation.
22 Exploring the possibility of agreement on a framework for security cooperation.
23 Development of Cooperation on Hydrology.
24 Providing assets and platforms owned by Sri Lanka to develop Sri Lanka’s defence capabilities (Defense platforms)
25 Intensification of discussions and exchanges regarding joint activities, maritime patrol and security.
26 Support strengthening Sri Lanka’s disaster mitigation, relief and rehabilitation capacity.
Capacity building and training enhancement of the Sri Lankan Army.
27 Solving the problems between the two countries’ fishermen with a humanitarian approach.
28 Strengthening regional maritime security through bilateral and regional frameworks.
