China Market Deal Tests Sri Lanka’s Export Competitiveness

October 25, Colombo (LNW): Sri Lanka’s latest trade agreement with China’s Yunnan Province offers local exporters a potentially valuable route into one of the world’s largest consumer markets. However, the real test of the agreement will be whether promised cost reductions translate into sustained export growth, higher foreign exchange earnings and tangible benefits for domestic producers.

The Memorandum of Understanding (MoU), signed on Friday (23), introduces a package of facilities under the “Three Free and Three Facilitations” trade framework. According to the Government, Sri Lankan entrepreneurs will receive free warehousing facilities, permanent exhibition booths, online market access, customs clearance assistance and transport facilities to enter the Chinese market.

The Government says these arrangements will significantly reduce export-related costs for Sri Lankan companies. Yet, the announcement leaves several important questions unanswered, including the number of enterprises expected to benefit, the value of additional exports targeted and the mechanisms through which the facilities will be allocated and monitored.

For an economy seeking stronger foreign exchange inflows, improved export competitiveness remains essential. Sri Lanka cannot rely indefinitely on traditional export categories or expect

economic recovery to be sustained without diversifying markets, improving productivity and encouraging businesses to move beyond low-value products.

The Yunnan initiative could provide opportunities for established exporters as well as small and medium-sized enterprises that struggle to afford overseas warehousing, promotional facilities and distribution networks. Such costs can be particularly burdensome for smaller businesses attempting to establish a presence in unfamiliar markets.

However, access to facilities alone will not guarantee commercial success. Sri Lankan producers must also meet Chinese regulatory requirements, maintain consistent product quality, comply with labelling and packaging standards, and compete with suppliers from other countries. Without reliable information on consumer demand, pricing and distribution arrangements, free exhibition space or online access may generate visibility without producing substantial orders.

The agreement emerged from the Sri Lanka and Yunnan Province Special Products Promotion Summit and Business Matchmaking Event, organised jointly by the Department of Commerce of Sri Lanka and its counterpart in Yunnan. A Chinese delegation led by Li Chaowei, Director General of the provincial Department of Commerce, attended alongside representatives of more than 30 Chinese business entities.

Trade Minister Vasantha Samarasinghe, addressing the summit virtually, stressed bilateral cooperation and the need to expand Sri Lanka’s export capacity in China.

That objective requires more than promotional events. The Government must establish measurable export targets, identify participating businesses and publish regular updates on contracts secured, shipments completed and foreign exchange generated.

Sri Lanka also signed a Letter of Intent confirming local companies’ participation in the 11th China-South Asia Expo scheduled for 2027. Ceylon tea, spices, coconut products, food and beverages, seafood, gems and jewellery, and handicrafts are among the sectors expected to benefit.

The opportunity is significant, but accountability will determine its value. Unless the Government measures results rather than counting agreements and promotional appearances, the initiative risks becoming another trade announcement without demonstrable economic returns.
