Consistent with CBSL COLLUSION in the NDB Fraud is Governor Dr. Nandalal Weerasinghe waiting for PERMISSION from the NDB ‘Director Board’ to make PUBLIC the FINAL ‘Forensic Audit Report’?
The LKR 13.2 Billion NDB Fraud in terms of its IMPLICATIONS to the country is the most dangerous FINANCIAL FRAUD in recent times because it affects the ENTIRE Banking/Financial system due to CBSL COLLUSION.
President Anura Kumara Dissanayake who is also Finance Minister under which CBSL falls has the Fiduciary Duty to DEMAND that the Governor IMMEDIATELY releases in the PUBLIC DOMAIN the FINAL ‘Forensic Audit Report’ or toDISMISS him if he fails to do so. If AKD refuses to do thiscould it not be argued that he is COMPROMISED?
After all it is AKD’s Senior Economic Adviser, DUMINDA HULANGAMUWA who was Managing Partner of NDB External Auditor, Ernst & Young (until 30 June 2026). AKD has so much faith in him that he is now (from 1 July 2026) also BOI Chairman.
Parliament’s ‘Committee on Public Finance’ (CoPF) of which Dr. Harsha de Silva is Chairman was told by CBSL Director, Bank Supervision in the PRESENCE of the GOVERNOR that the FINAL Report is due in “MID JULY” this year.
It is now AUGUST and there is no sign of the report. Not a SINGLE PERSON in the government or opposition is asking for it! Shame on Opposition Leader, Sajith Premadasa and the MEDIA.
Mudalige’s ‘Conflict of Interest’
Prior to this the NDB ‘Director Board’ had the temerity to tell the country that the INTERIM ‘Forensic Audit Report’ from Deloitte “REMAINS CONFIDENTIAL UNDER THE TERMS OF THE ENGAGEMENT”! This was only made possible by CBSL ALLOWING the NDB ‘Director Board’ which FAILED to prevent the FRAUD to be the MAIN PARTY to APPOINT the ‘INTERNATIONAL FORENSIC AUDITOR’.
“CBSL wishes to inform the public that NDB in consultation with CBSL is finalizing arrangements to engage a leading international firm with experts from overseas to conduct a comprehensive forensic audit into the incident.”
This situation gets worse. The ‘International Auditor’ appointed is DELOITTE INDIA in the CONTEXT of NDB ‘Board Director’ and Chairman of its ‘Audit Committee’ SUJEEWA MUDALIGE being a former Managing Partner of PwC Sri Lanka which is now part of the DELOITTE WORLDWIDE FAMILY.
Hence, is there not the possibility that the NDB ‘Director Board’ could ‘MANAGE’ the Forensic Audit with the ‘blessings’ of CBSL?
Sujeewa Mudalige is a much sought after ‘Board Director’ by controlling interests of leading PLC companies. An example is being Chairman of Ambeon Capital PLC and Ambeon Holdings PLC whose controlling interests are among the leaders of the country’s corporate sector.
As per the Ambeon Holdings PLC Annual Report 2024-25, NDB PLC and Ambeon Capital PLC together have 40.63% shares of Ambeon Holdings PLC.
Is AKD Serious About Combating Corruption?
It is the COMBINATION of AKD’s man DumindaHulangamuwa who was Managing Partner of NDB External Auditor, Ernst & Young (until 30 June 2026) with CBSLCOLLUSION, CoPF INACTION and Media Silence that ismainly RESPONSIBLE for the FINAL ‘Forensic Audit Report’ not reaching the PUBLIC DOMAIN. CBSL itself has informedHarsha de Silva’s CoPF that it was due in “MID JULY” this year. It is now AUGUST!
The post of CBSL Governor is too CRUCIAL a position to have an unsuitable person. From what is revealed in this article and CoPF findings it is clear that Dr. Weerasinghe is UNSUITABLE to be CBSL Governor.

“The President may, on the recommendation of the Minister in charge of the subject of Finance, remove the Governor”
“if he has done any act or thing which, in the opinion of the President is of a fraudulent or illegal character or is manifestly opposed to the objects and interests of the Central Bank”
AKD is both President and Minister of Finance and has NO EXCUSE not to do the right thing in the PUBLIC INTEREST.
Conclusion
Parliament’s ‘Committee on Public Finance’ (CoPF) of which Dr. Harsha de Silva is Chairman although at times asking incisive questions has visibly become a forum for TALKING SHOP with NO ACTION. This seems to be to the liking of the President AKD led government and parliamentarians on both sides of the divide.
A glaring OMISSION by CoPF is NOT SUMMONINGDuminda Hulangamuwa who was until 30 June 2026 Managing Partner of NDB External Auditor, Ernst & Young.
In the context of the position of CoPF Chairman being given to the OPPOSITION (Dr. Harsha) it is a DERELICTION of duty for Opposition Leader, Sajith Premadasa and Dr. Harsha not to hold a PRESS CONFERENCE to inform the country of the parties RESPONSIBLE for the NDB Fraud which apart from the NDB ‘Director Board’, CBSL and Media silence includes several INFLUENTIAL persons.
In the midst of all this IMF Resident Representative in Sri Lanka – Martha Woldemichael and Mission Chief for Sri Lanka – Evan Papageorgiou are SILENT OBSERVERS despite the NDB Fraud affecting the ENTIRE Banking and Financial system of the country due to CBSL COLLUSION. They are paidhandsomely by the worldwide public purse and pampered in this country better than TOURISTS!
