New Labelling Rules Introduced for Soap Products Sold in Sri Lanka

July 20, Colombo (LNW): The Government has introduced new labelling requirements for soap products sold in Sri Lanka, making it compulsory for manufacturers and importers to provide key product information on all packaging to improve consumer awareness and transparency.

The new regulations, published through an Extraordinary Gazette under Section 10(1)(a) of the Consumer Affairs Authority Act, No. 9 of 2003, require every soap product to prominently display its name as well as its total fat content expressed as a percentage.

The move follows concerns raised by authorities that a number of soap products currently available in the local market fail to provide sufficient information for consumers. While many established brands already include details such as ingredients and fat content on their packaging, officials have found that several locally produced and imported products do not meet the expected labelling standards.

Under the revised requirements, the product name must appear prominently in bold lettering on the principal display panel in Sinhala, Tamil and English, or in any two of these languages, with the remaining language printed elsewhere on the packaging.

Manufacturers and importers will also be required to indicate the product’s total fat content at the time of packaging as a percentage, printed in bold with a minimum font size of two millimetres to ensure the information is clearly visible to consumers.

The regulations will apply to a wide range of soap products, including baby soap, bathing soap, body soap, shaving soap, carbolic soap, laundry soap, bathing bars and soft soap.

According to the Extraordinary Gazette, the new labelling standards, introduced on the recommendation of Acting Consumer Affairs Authority Chairman S.M.D. Suriyakumara, are scheduled to come into force on 9 July 2027. The authorities expect the new measures to promote greater transparency in the marketplace and help consumers make more informed purchasing decisions.
