Officials are still searching for the misplaced annual report of BOI

Sri Lanka’s investment promotion agency has failed to publish its 2025 audited annual report on its official website, nine months into 2026, despite repeated promises of transparency from President Anura Kumara Dissanayake’s government.

The Board of Investment, tasked with attracting foreign capital to the crisis-hit economy, has kept the public in the dark, offering no credible data on foreign direct investment beyond central bank figures showing a mere $200m inflow in the first quarter of 2026.

The ambiguity surrounding the agency’s operations stands in sharp contrast to the credentials of its chairman, Duminda Hulangamuwa, the former head of EY Sri Lanka and Maldives, who built his career as a decorated auditor and vocal champion of corporate transparency.
