September 28, Colombo (LNW): Public Security Minister Ananda Wijepala has outlined a broad programme aimed at modernising Sri Lanka’s police service, including fresh recruitment, changes to promotions, expanded overseas training and improvements to officers’ working conditions.
Speaking at the 85th Police Athletic Meet, the minister said the government, under the President’s leadership, was working towards building a more professional police service.
As part of the planned reforms, authorities are preparing a new police uniform design intended to reflect the service’s ongoing development. The government also plans to recruit a further 10,000 police officers during the coming year.
Wijepala said long-delayed promotions would also be addressed. Promotions that have remained pending for around five years are expected to be completed this year, taking into account seniority, performance, efficiency assessments and examination results.
He said the government intends to introduce a more structured promotion framework thereafter, allowing officers to progress through the ranks within defined timeframes rather than facing prolonged delays.
The minister also revealed plans for a formal transfer mechanism that would make it easier for officers to obtain postings closer to their homes, potentially improving their ability to balance professional and family responsibilities.
Overseas professional development is another area being expanded. Wijepala said almost 1,000 police officers had received overseas training during the past two years, with plans now being developed to extend such opportunities across the service, from junior personnel to senior officers.
The government has also received Cabinet approval to introduce a special risk allowance through the 2027 Budget, recognising the risks associated with police duties.
In addition, plans are being considered to provide electric motorcycles and other infrastructure facilities to support officers in carrying out their duties.
Wijepala said the measures were intended to create a more systematic and professionally developed police service, while improving career progression, training opportunities and practical support for personnel.
