UAE-Sri Lanka Market Link Could Transform CSE’s Global Reach

The Memorandum of Understanding between the Colombo Stock Exchange (CSE) and Abu Dhabi Securities Exchange (ADX) could become an important turning point for Sri Lanka’s capital market, but its ultimate value will depend on whether the agreement produces actual investment flows rather than remaining another high-profile institutional partnership.

The MoU seeks to deepen cooperation between the two exchanges through knowledge sharing, trading technology, post-trading infrastructure and wider cross-market access. For Sri Lanka, the most significant opportunity is the possibility of connecting with investors in the UAE and beyond through ADX’s Tabadul Hub, a digital exchange network designed to facilitate trading connectivity among participating exchanges.

That prospect could give the CSE greater international visibility at a time when attracting foreign capital remains critical to strengthening Sri Lanka’s financial markets.

One immediate advantage is technology transfer. The agreement provides opportunities for the two institutions to exchange expertise involving electronic trading systems, technical infrastructure, exchange operations and market surveillance. For the CSE, exposure to the systems and practices of a major Gulf financial centre could potentially accelerate improvements in operational efficiency and market resilience.

The cooperation could also strengthen post-trading infrastructure, including clearing functions. These areas are less visible to ordinary investors but are fundamental to the credibility of any modern securities market. Faster, safer and more internationally compatible systems can reduce operational risks and improve investor confidence.

Another potentially significant benefit is product development. The MoU provides for knowledge sharing on exchange-traded funds and derivatives. If carefully regulated and appropriately introduced, these instruments could broaden the range of investment opportunities available to Sri Lankan investors while potentially increasing market liquidity.

The educational component should not be underestimated either. Joint conferences, seminars and training programmes could expose Sri Lankan market professionals and regulators to international practices and new financial technologies.

But the biggest potential prize is foreign investor access.

If CSE eventually joins Tabadul Hub, international investors participating through connected markets could gain easier access to Sri Lankan securities. Conversely, Sri Lankan investors could potentially obtain improved connectivity with regional and global exchanges.

However, connectivity does not automatically mean capital inflows.

Foreign investors will ultimately assess Sri Lanka on fundamentals: economic stability, currency risk, corporate governance, market liquidity, taxation, regulatory certainty and the ease of repatriating funds. An electronic bridge can make access easier, but it cannot by itself make Sri Lankan assets attractive.

The origins of the MoU are also notable. Discussions began after Sri Lanka’s “Invest Sri Lanka” investor forum in the UAE, following intervention by Sri Lanka’s Ambassador in Abu Dhabi, Prof. Arusha Cooray. This demonstrates how diplomatic and investment promotion efforts can support capital-market development.

The agreement therefore offers Sri Lanka a potentially valuable gateway into Gulf financial networks.

But the real test will begin after the signing ceremony. If technology cooperation becomes operational, investor access expands and genuine transactions follow, the MoU could help reposition the CSE internationally. If implementation stalls, it risks becoming another symbolic agreement whose promises never reach the trading floor.
