Colombo Port City Enters Crucial Phase beyond Real Estate Investments

July 12, Colombo (LNW): Nearly a decade after the ambitious Colombo Port City project was launched, the country’s largest foreign direct investment (FDI) initiative is entering a defining phase. While the reclaimed city has often been criticised for its slow pace of development, recent investment commitments and a strategic shift towards building a knowledge-based services economy suggest that the project may finally be gathering momentum.

According to the Colombo Port City Economic Commission, the project has secured approximately US$900 million in fresh FDI commitments over the past two years, including around US$600 million in approved investments during the first half of 2026 and a further US$300 million investment announced in July this year. Although these commitments remain modest compared with the project’s long-term target of attracting billions of dollars, they represent the strongest investment pipeline since the establishment of the Special Economic Zone.

Five major developments are currently under construction within Port City, while another five projects are expected to be awarded before the end of 2026. Two smaller developments are also scheduled for completion before year-end, signalling that the project is gradually moving beyond infrastructure development towards commercial operations.

However, attracting investors alone will not determine the success of Port City. The Economic Commission is now pursuing what its Chairman, President’s Counsel Harsha Amarasekera, describes as the next critical phase creating the institutional ecosystem required by multinational corporations.

The Commission will shortly invite international Requests for Proposals (RFPs) to establish a globally recognised university, an international hospital and an international school within Port City. The objective is to attract world-class institutions capable of supporting expatriate professionals and their families while also strengthening Sri Lanka’s higher education and healthcare sectors.

Amarasekera argues that multinational corporations increasingly assess the availability of quality education, healthcare and professional services before deciding on regional investment locations. Without these supporting institutions, Port City would struggle to compete with established financial and business centres in Asia.

Port City was conceived as a Special Economic Zone focused on internationally traded services rather than manufacturing. Businesses operating within the zone primarily target overseas markets, while transactions are currently permitted in 14 foreign currencies under its dollarised regulatory framework.

The Commission also hopes to position Colombo as a regional hub for global capability centres, innovation hubs, compliance operations and business continuity facilities. Companies facing geopolitical or operational disruptions elsewhere could relocate critical support functions to Colombo within days, aided by a streamlined visa process allowing foreign professionals to obtain approvals within four days.

However challenges remain. Sri Lanka continues to face an acute shortage of skilled technology professionals, which investors identify as one of the biggest constraints to expansion. Amarasekera acknowledges that foreign expertise may be needed temporarily until local universities and technical institutions produce larger numbers of qualified graduates.

The coming years will therefore determine whether Colombo Port City evolves into a competitive international business hub or remains an impressive real estate development. While recent FDI inflows indicate growing investor confidence, sustained success will depend on how effectively the project develops the institutions, human capital and regulatory certainty that global businesses increasingly demand.
